Malta MPRP fees explained: what each payment actually buys

Four separate payments make up the government side of an MPRP application. They are not interchangeable, and none of them is refundable.
The four government payments
- Administrative fee, €60,000
- Described by the Residency Malta Agency as a non-refundable administrative fee payable as part of the application. It is the cost of being assessed, not of being approved.
- Government contribution, €37,000
- A separate payment to the Government of Malta, also stated as payable as part of the application.
- NGO donation, €2,000
- Paid to a local voluntary organisation registered with the Commissioner for Voluntary Organisations and active in the philanthropic, cultural, scientific, artistic, sport or animal welfare sectors.
- Residence card, €500 per person
- Covers a period of five years, and is charged for each person on the application, not once per family.
All four figures come from the Agency's own programme page (residencymalta.gov.mt), read on the updated date above. The underlying rules are in Subsidiary Legislation 217.26 as amended by Legal Notice 310 of 2024 and Legal Notice 146 of 2025.
What the published schedule does not cover
- The licensed agent. Applications may only be submitted through a Licensed Agent, and the Agency does not publish what agents charge. Ask for a written fee schedule before you sign.
- Legal and notarial costs on a property purchase, and any stamp duty payable on the transfer.
- Health insurance. Cover for risks in Malta and other European countries is a programme requirement, priced by the insurer, not by the Agency.
- Due diligence beyond the published charges. The Agency describes a rigorous, multi-tiered process extending to donors, benefactors and business associates; where that generates third-party cost, it is not in the published schedule.
