The assumptions
- Administrative fee €60,000 and government contribution €37,000. Both are stated as payable on application by the Residency Malta Agency (residencymalta.gov.mt, read 15 August 2026). The Agency publishes one administrative fee and one contribution figure, with no discount for the rental route.
- NGO donation €2,000 to a local voluntary organisation registered with the Commissioner for Voluntary Organisations and active in the philanthropic, cultural, scientific, artistic, sport or animal welfare sectors (residencymalta.gov.mt).
- Residence card €500 per person, covering five years. Applied to every person on the application, including the main applicant, the spouse and children (residencymalta.gov.mt).
- €7,500 per adult dependant, excluding the spouse. The Agency states the fee applies to each adult dependant other than the spouse; it is not charged on dependent children (residencymalta.gov.mt).
- Property: €375,000 minimum purchase or €14,000 minimum annual rent, anywhere in Malta including Gozo, retained for at least five years, after which a residential property in Malta must still be maintained (residencymalta.gov.mt). The rent route is priced here as five years of rent because that is the minimum retention period; the purchase route buys an asset you keep, which is why the two totals are not comparable as spending.
- Not included, because no official figure is published: the licensed agent's fee (applications may only be filed through a Licensed Agent), legal fees, due diligence charges beyond those listed, health insurance premiums, stamp duty and notarial costs on a purchase. Ask your agent for these in writing before committing.

What is the non-refundable part of the MPRP cost?
€99,500 for a single applicant. The administrative fee, the government contribution, the NGO donation and the residence card charges do not come back, whatever happens to the property.
What is the minimum property value for Malta's MPRP?
€375,000 to purchase, or €14,000 a year to rent, for a qualifying residential property anywhere in Malta including Gozo. The property must be retained for at least five years, after which a residential property in Malta must still be maintained.
Who can apply for the MPRP?
Third-country nationals who are non-EEA and non-Swiss, are not from a sanctioned country and are not beneficiaries under other Maltese residence schemes. Applicants must show capital assets of at least €500,000 of which €150,000 is financial assets, or at least €650,000 of which €75,000 is financial assets, and must apply through a Licensed Agent.
Does the MPRP lead to Maltese citizenship?
No. The Residency Malta Agency states that the MPRP grants permanent residence in Malta and is distinct from the separate legislative provisions governing citizenship. Treat it as a residence decision, not a passport route.
Does an MPRP holder have to live in Malta?
The Agency does not publish a minimum stay for the MPRP, and lists visa-free travel across the Schengen Area for 90 days in any 180-day period among the benefits. Tax residence is a separate question with its own tests, so take advice before assuming your tax position follows your residence card.
